The Office Manager / Human Resources Manager is responsible for overseeing the daily administrative, financial, and human resource operations of a small-to-mid-size asphalt paving company. This role serves as the central hub of the company's administrative functions and supports leadership, field operations, and project management teams.
The ideal candidate has experience in construction or paving operations, strong organizational and communication skills, and the ability to manage HR compliance, payroll coordination, and office administration. The position requires working closely with company ownership, project managers, estimators, and accounting personnel to ensure smooth operations and regulatory compliance.
This role is critical to maintaining operational efficiency, ensuring workforce compliance with labor laws, and supporting the continued growth of the company.
Key Responsibilities
Office Management & Administration
Supervise daily office operations and administrative staff.
Maintain company records, contracts, licenses, and compliance documentation.
Coordinate communication between office, field crews, and vendors.
Prepare project documentation (contracts, purchase orders, etc.) and maintain organized filing systems.
Human Resources Management
Manage recruitment, onboarding, and employee relations.
Maintain employee files, certifications, and compliance records.
Ensure compliance with federal/California labor laws, OSHA regulations, and construction industry standards.
Administer health insurance, 401(k), PTO, and open enrollment.
Payroll, Accounting & Financial Support
Coordinate payroll processing and track job allocations.
Assist with accounts payable, accounts receivable, budgeting, and financial reporting.
Maintain subcontractor documentation and support tax filings and audits.
Construction Operations Support
Assist project managers with subcontracts, change orders, permits, and regulatory filings.
Track vendor compliance and job documentation.
Safety & Compliance
Maintain OSHA records and safety certifications.
Support workers' compensation claims and monitor labor law updates.
Leadership & Strategic Support
Liaise between company leadership and employees.
Improve internal systems and support workforce planning.
Qualifications
Required:
Education: Bachelor's degree preferred or equivalent experience.
Experience: 5+ years in office management or HR (construction or paving preferred).
Skills: Strong knowledge of California labor laws, payroll systems, and Microsoft Office/QuickBooks.
Preferred:
PHR or SHRM certification.
Bilingual (English/Spanish).
Construction project administration experience.
